Are the air fuel controllers made by apexi any good? and are they hard to get tuned correctly? i have heard they are difficult to get set right but i have no experience with them

pretty useless on a NA Legacy, they are only really made for Vtec, or any VVT vehicle or boosted cars. Unless you manage to build the **** out of the motor, i.e. cams, stroker, full exhaust.

SAFC's are for cars that need to have the fuel corrected.
On any Subaru that is OBDII or newer they do not work, for the simple fact that the ECU is to smart. Subaru ECU's always adjust them selves to run at an optimal level. 1996 Subarus had the logic in them to do this. So with a SAFC you will change the fuel, and in min the car will correct itself.

With that being said, I am successfully using one on my Pre 1996 ECU. I was able to change the fuel trims of the car, and the changes have stayed with out the ECU correcting it. Allowing the car to hit a much more consistent AF ratio.

As only being good for cars with valve timing, you are thinking of VAFC. SAFC are made just for fuel correction, and have been used successfully to get EVO's, DSM's, Supras, Skylines, and RX-7's to work with bigger turbos, injector increase and all the supporting mods. VAFC are for cars like Hondas that have V-tec. The VAFC does all the same things that the SAFC does, along with allowing the Cam engagement points to be changed.

With that being said, if you need tuning for a 1996-2001 Subaru. Your best bet is a Link System. But for the amount of money it costs, its better off to do a USDM WRX swap.
